Understanding Federal Employee Disability Insurance Benefits

	Federal Employees receive 2 sources of disability income benefits: Sick Pay Days You accumulate one 8 hour day for each month you work Sick days are paid at 100% of your income You may accumulate up to 120 sick days It could take up to 10 years to accumulate this many days
	Early Disability Retirement (FERS) Federal Employee Retirement System Disability Benefits You may qualify for Federal Employee Retirement System Disability Benefits. You must have completed 18 months Federal Civilian Service which is creditable under FERS. The disability must be expected to last at least one year. You must apply for social security disability benefits. First 12 months you receive 60% of your high 3 average salary, minus 100% of your social security disability benefits. After 12 months you receive 40% of your high 3 average salary, minus 60% of your social security disability benefits. Your high 3 average salary is figured by averaging your highest basic pay over any three years of consecutive service. It does not include payments for overtime, bonuses, etc.

	State Employees receive 2 sources of disability income benefits: Sick Pay Days You accumulate days for each month you work (varies by state agency) Sick days are paid at 100% of your income It could take several years to accumulate enough sick pay days
	Early Disability Retirement (PERS) Public Employee Retirement System Disability Benefits You may qualify for Public Employee Retirement System Disability Benefits You must have completed 60 months Public Service which is creditable under PERS (may vary by state). The disability must be expected to be permanent. You are no longer on the payroll due to the disability. Either mental or physical conditions prevent you from performing your job. Amount of benefit is based upon your (FAS) Final Average Salary and years of service (may vary by state). Benefit cannot be less than 45% or exceed 60% of your FAS (may vary by state). Benefit is fully taxable to you during your disability Payable to age 65

Newly hired employees have little or no disability income protection.

Advantages: Private Disability Insurance May pay benefits in addition to your employer disability benefits. Benefits are received tax free during disability. Policy is portable and follows you anywhere in your career. Coverage cannot be cancelled by the insurance company when premiums are paid on time. Rates may be guaranteed not to increase until after age 65.
